What Counts as an Active Tester on Google Play?

Google's docs never spell it out. Here's the working definition Play Console support staff and experienced devs converge on.
The three conditions
- The tester has accepted the opt-in URL with their Google account.
- They've installed your app from the testing track.
- The device has phoned home to Google Play at least once within the 14-day window.
Condition three is the silent killer. Installing the app via download doesn't guarantee a phone-home; the user has to open it (or have Play's background services check in) for the install to be reported.
What doesn't count
- Accepted the invite but never installed.
- Installed via APK sideload (not through Play).
- Uninstalled at any point in the window.
- Same Google account opted in multiple times — counts once.
How to verify
Play Console → Testing → Closed testing → pick your track → Manage testers → Tester report. Updates roughly daily. If a tester says they installed but doesn't show up after 48 hours, ask them to open the app once with Wi-Fi on.
