App Testing Requirements for New Play Console Accounts

Google's testing requirements for new accounts in plain English.
Who it applies to
Personal accounts created on or after 2023-11-13. Organization accounts are exempt.
What you must do
- Set up a closed testing track.
- Have at least 12 testers opted in.
- Maintain 12+ active testers for 14 continuous days.
The parts most devs misread
- “Continuous” means uninterrupted. Drop below 12 = restart.
- “Active” means the device phoned home, not just opted in.
- “Personal” includes accounts that look corporate but were registered under a person.
- “Closed” testing specifically — internal and open don't count.
What happens once you clear it
Production access unlocks for that account permanently. All future apps on the same account skip the gate.
