Google Play Production Access Denied After Closed Testing

You did the 14 days. Google still won't grant production access. Three things to check before contacting support.
1. The 14 days weren't consecutive
Drops below 12 on any day reset the streak. Check the tester report history.
2. Account verification is pending
ID, address, payment profile — any unresolved verification blocks production access independently.
3. The track was reviewed but the production track wasn't
Closed-testing review and production-eligibility review are separate. Submit your production release.
Then: contact support
If those are all clean, Play Console → Help → Contact us. Include screenshots of the tester report showing 12+ active for 14 consecutive days, and your verified account status. Response in 2–5 business days typically.
