Fix the 'Not Enough Testers' Error in Play Console

Play Console's “not enough testers” message is vague. Here are the five fixes, in order of likelihood.
1. Some testers never opened the app
Check the tester report. If the install column says “not installed” or status is “inactive,” chase those testers directly.
2. You're reading the wrong number
The headline number on the closed-testing page may include opted-in but inactive testers. Check the explicit “active” column on the tester report.
3. A tester opted in twice with different accounts
Counts as one. Confirm 12 distinct emails are active.
4. The track is internal, not closed
Only closed counts. If you've been running internal, set up a closed track and restart the recruitment.
5. Lag between client phone-home and console
Recent installs may take 24+ hours to show. If you literally just got your 12th opt-in, wait a day and recheck.
